Current and former network security officials said they feared the contractor by the former National Security Agency NSA Edward Snowden's secret spy program may lead to hasty or rash by Congress or the private sector action, hindering efforts to develop an effective network continuous disclosure policy.
The Obama administration, members of Congress and the private sector in recent years has been in negotiations, government and industry partners to protect critical infrastructure, such as power plants against cyber attacks increasingly serious threat.
Despite the emerging consensus on the need to improve America's cyber defense, talk sputtering liability and privacy protection, the establishment of new industry standards and other differences among the key elements.
Now, the network security leader said, the majority of online data collection range NSA leaked details may hamper efforts to draft network policies, such as between governments and industry to strengthen information exchange.
"It opens up a can of worms, what is the role of government, which is already a big open question in the network space," said Bruce McConnell, Acting Deputy Minister of Homeland Security network security department. "I do not think it will be to help Congress tend to avoid risks, to develop a new policy agreement."
"Snowden revelation Congress more uncomfortable, provide clear authority to the government," McConnell told Reuters on the sidelines of the SINET Innovation Summit in New York on Tuesday.
NSA data collection in the House of Representatives passed in July defense appropriations bill amendment of the first Legislative challenges.
By the White House and the intelligence services proposal and oppose a narrow 12-vote margin of defeat. In private conversation, government officials said they hope Congress does not "let a good crisis go to waste." Instead, they want to use the heightened public concern network traffic in order to promote better network security and constructive dialogue.
"It is making people want to ask the question, what is the role of government?" It forces the conversation to happen, "Douglas Maughan, who runs the Department of Homeland Security Science and Technology Bureau of the network security department told Reuters correspondent, in a letter away.
House of Representatives recently passed a bill that would enhance private sector and government information sharing between network threats. But in repeating last year's failed attempt to pass such a law, the White House has threatened to veto the bill on privacy concerns. The Senate has not yet launched its version information sharing bill.
Maughan and McConnell, who left think tank focusing on conflict resolution, the EastWest Institute, the U.S. Department of Homeland Security, said Snowden revelation so far no harm sector network security partnership with the private sector. However, they expressed concern that Congress might do next.
"This is a concern that people will have a knee-jerk reaction and try to rush to legislative remedies" Maughan said. "
McConnell added before Chertoff Group consulting firm, before this year, the U.S. Department of Homeland Security, said the lack of major legislative proposals related appreciated NSA digital intelligence gathering, officials said, thwarted many terrorist Yin seek value.
But he also agreed that the scope of public concern, the Government's policy to monitor progress online maneuver.
"We are now in a more complex debate," Weatherford said. "It will take a couple of years to restore the government's view is overreaching."
Some private sector network security management staff also acknowledged that government's handling of private data of trust suffered Snowdon inspiration. They echoed in recent weeks by the Convention on the Safety of the two famous hackers and cyber experts said concerns about the erosion of trust.
"All the policies back a few steps," the letter far the company founder Robert Rodriguez told Reuters reporters. "You must re-establish trust."
