Anderson County Council to Discuss Timken, Animal Shelter Rules

ANDERSON COUNTY — The agenda for an Anderson County Council meeting Tuesday includes a tax-break agreement for The Timken Company and a final vote on procedures to be followed at the county's animal shelter.

New jobs at the Timken plant - around 100 of them - will be available in the next few weeks and into next year as the company moves production of rail-bearing assemblies from a plant in Union, S.C., and another plant in North Carolina to the organization's site in Honea Path.

The agreement between Timken and Anderson County gives the company a tax break, with the requirement that the company with its new jobs invests, or causes to be invested, $2.5 million.

The agreement also confirms that Timken's site in Honea Path will remain part of a “multi-county industrial or business park,” which can give the company the ability to claim additional tax credits for creating jobs.

The Honea Path plant now produces roller bearings and specialty steel products, and employs 300 people.

In other business, the council is scheduled to consider the final reading of the ordinance that establishes an updated standard operating procedure for the Anderson County Animal Shelter.

The standard operating procedure, which amounts to about 120 pages, covers everything from how animals should be received at the shelter to how they should be euthanized.

Nicole Walukewicz, vice chairman of the Animal Shelter Advisory Committee for the county, has asked that the county add a line about euthanasia procedures.

She said the county should add language to require that any animal euthanized with an intraperitoneal injection “should first be tranquilized” because that method of euthanizing takes longer than others.

Under the standard operating procedure, all cats or dogs that are at least two months old must be spayed or neutered before they are allowed to leave the shelter.

Before the council votes Tuesday, the members also plan to further discuss how to handle donations to the shelter.
