U.S. resolution on Syria strike passes first hurdle in Senate

U.S. President Barack Obama's efforts to win the legal basis for military strikes against Syria last Wednesday in a Senate committee vote passed the first hurdle , but the razor-thin victory that the United States cautiously depth.
In a possible sign of internal unrest , Syrian President Bashar al-Assad 's ruling Alawi sect in the United States may intervene in the shadow of the Syrian opposition sources said former defense minister Ali Habib , defected . Syria denied the report .
Washington and a major supporter of Syria , Russia, the odds are still open , Obama tried to establish his former Russian President Vladimir Putin hosted the G20 summit last Thursday in the case of chemical weapons and military action .
Putin said the U.S. congressional approval , no UN Security Council resolution would be an act of aggression , and accused the U.S. State Secretary John Kerry lied to play down the militant organization " base" organization and the role of the rebel forces .
Focus on building international support , Obama administration officials continue their campaign to persuade the House of Representatives in Congress reflected the hearing, the United States deeply skeptical of the war.
However, after repeated contention the exact wording of the U.S. Senate Foreign Relations Committee approved a resolution authorizing the use of force in Syria , to avoid party-line vote , the Democratic and Republican parties . Action clears the way for a vote in the full Senate , possibly next week .
The committee voted 10-7 in favor of the compromise resolution setting any participating Syria a 60-day limit , and may be extended 30 days , and bars using the U.S. military's ground combat operations .
The government is trying to balance the views of many members of Congress who want a narrow definition resolution, such as Senator John McCain , who promote wider resolution to allow the United States directly support the rebels against hawks .
Senate Committee adopted the McCain amendment to the policy goals degradation Assad 's use of chemical weapons capabilities , increasing support for the rebels and reverse the battlefield situation and create conditions for Assad's removal .
Authorization continues to face significant resistance in Congress , many members of Congress worried that this may lead to long-term U.S. military involvement in Syria's civil war and lead to regional escalation of violence .
Full Senate is expected to vote on the resolution next week . House must also approve the measure.
The Indo-Russian TENSIONS
Obama said he would continue efforts to persuade Putin needs punitive use of chemical weapons against Assad when the two meet in St. Petersburg .
Russia in Stockholm on the way, Obama said the United States and the world reputation is threatened. He seemed angry at a reporter's question , he was in August 2012 set in the White House news conference Assad "red line ."
" I did not set a red line , set a red line world ," Obama said , prohibit the use of chemical weapons .
Putin once again questioned the evidence of the West . Outright lying when he accused Kerry , urging Congress to approve a strike against Syria , Kerry dilute the "base" organization's role in the rebels. " " Base " major military echelon organizational units , and they know it," Putin said .
"He was lying, that he was lying, it is sad ."
Earlier, Putin had said before the summit with The Associated Press in an interview that he can not be absolutely " ruled out " Russia supports the UN Security Council sanctions resolution Assad - if they can prove that he had used poison gas .
Briefing members of Congress in Washington , Kerry said that these views are "Hope " and " there may be a way forward, Russia would consider not blocking action ."
Kerry played down concerns over any U.S. military strike against chemical weapons , could provoke conflict with Russia .
" Foreign Minister Sergei Lavrov has made clear Russia does not intend to fight a war in Syria , " Kerry told the House Foreign Affairs Committee hearing .
A senior Western official said that while Moscow is impossible to say so in public , there are indications that Russian officials believe that Assad is on August 21 responsible for the death , and it has strained Russia's support for him - provided an opening of a new , concerted drive to end the conflict .
However , Putin's typical blunt tone breakthrough for the U.S. position has been to prevent international action to curb the conflict has killed more than 100,000 Syrians and left millions homeless, but any of them has been able to won stalemate limit prospects .
" Defection"
Many senior commanders , both rebel Free Syrian Army , or in exile , in the past two years has not led to defections Assad 's defenses collapse.
Former defense minister Habib , has been under house arrest since he crackdown on demonstrators in 2011 Assad to resign in protest. He arrived at the Turkish border late Tuesday , with Western help , Kamal al-Labwani Syrian National Alliance told Reuters reporters .
Other sources also said that Habib fled , but Syrian state television denied that he left his hometown . Turkish Foreign Minister said he could not confirm the general defection .
Habib flight , if confirmed , would lend credibility recommend some of them might turn against Assad's Alawite community . On universal participation of high-level defections Sunni officials .
"Ali Habib grip power and managed to escape , Labwani said:" He is now in Turkey, but that does not mean that he has joined the opposition , I was told , Western diplomats from Paris .
Gulf source told Reuters reporters , Habib across the Turkish border late Tuesday two or three other people. He was taken in a convoy of vehicles across the border .
Kerry said he did not know if the report is correct Habib 's defection , but " there are defections taking place and I think the last day of a similar 60 to about 100, staff officers and soldiers ."
In the UK Sky News (Sky News) interview , Bouthaina Shaaban Assad's senior adviser defection did not mention . She said that the world should wait for a UN and the use of chemical weapons and the " base" organization accused the group of so-called gas attack last month, the survey results .
Military planning
Following the British Prime Minister David Cameron failed to win parliamentary backing air strikes last week , Washington has been trying to build an international coalition action in the case of United Nations resolutions .
Kerry told lawmakers that at least 10 countries have committed to participate in the U.S. military intervention in Syria, but he did not find them, we can not say what they might play a role .
France and Turkey are all lined up behind Obama's most important military power. French parliamentary debate Wednesday , Syrian President Francois Hollande although does not require approval of the action .
French Prime Minister Jean - Marc · Ayrault possible to obtain Assad told parliament sends a message to the likes of Iran and North Korea , they can ignore the Western powers punishment , particularly concerns over its nuclear program .
Obama has won a key figure in the support of the United States Congress , including his Republican opponent .
However, in the difficult road ahead is still a sign of Democratic and Republican parties in the Senate committee vote . Tom Udall and Chris Murphy, two Democrats, Republicans Marco Rubio , John Barrasso, James RISCH, Ron Johnson and Rand Paul joined in the vote against it.
In the Senate, Democratic leader Harry Reid is cautiously confident that most will vote , 100 members , it is still uncertain if he can get the 60 votes needed to overcome Republican procedural hurdles , aides said.
In the 435 -member House of Representatives , a senior Republican aide predicted that most of the anti- big government Tea Party movement supported by 50 or so Republicans will vote against it. Some liberal Democrats are also expected to vote against the resolution , the final outcome in doubt .
