On Thursday the White House announced two changes in federal gun rules to help keep criminals weapons, but said it still hopes to promote Congress to pass new gun control measures, after a terrible school in Newtown, Connecticut shooting last year.
Ministry of Justice will write a requirement background checks through a trust or company registered machine guns or short-barreled shotgun, closing a loophole in the background checks.
The Government will also be stopped to allow imports of surplus military firearms, the Government has provided or sold overseas.
U.S. President Barack Obama made ??more stringent gun laws a top priority, after a gunman killed Newtown Sandy Hook December 20 elementary school children and six adults.
But Congress rejected proposals to restrict certain types of guns and close loopholes in gun rights, gun buyers in the background record checks lobby group said that these measures would infringe constitutional rights.
Vice President Joe Biden told reporters that he and Obama also hopes to promote a comprehensive change through Congress.
Biden said: "If Congress does not act, we will fight for a new Congress, so simple, at the White House ceremony, oath of Alcohol, Tobacco, Firearms and Explosives Bureau's new director Todd Jones (ATF ).
During this time, Biden said the government will take administrative measures without congressional approval.
Under U.S. law, machine guns and short-barreled shotgun, must be registered, the buyer must be fingerprinted and pass a background check, unless the gun trust or company registration.
Last year, ATF received more than 39,000 companies trust or restricted firearm transfer requests.
"This is a very clever dodge, surrounded by people who can not legally able to obtain possession of weapons," Biden said.
The second change would effectively prohibit the re-importation, the United States have been sold or offered overseas aid, military firearms.
Since 2005, the government has approved the re-imported over 250,000 surplus military weapons, Biden said.
