Israeli-Palestinian peace talks to resume this week

Israel and the Palestinians to resume peace negotiations for the first time in nearly three years after intense U.S. Secretary of State John Kerry's efforts to bring them back to the negotiating table the week before.
Talks are expected on Monday night and Tuesday in Washington recovery will be carried out by the Israeli Prime Minister Benjamin Netanyahu and Palestinian National Authority President Mahmoud Abbas, a senior aide, the State Department said.
Kerry said in a statement said: "The two leaders have shown a willingness to make tough decisions, has been to reach this point, we are very grateful for their leadership."
Middle East analysts expressed doubts that the talks may lead to a peace treaty to end the more than six decades of conflict, despite two decades of U.S. efforts to broker solutions.
Nevertheless, the resumption of negotiations, is a rare good news for the moment in the Middle East, the Obama administration has been working to develop a policy to try to end the civil war in Syria or to facilitate the transition to democracy in Egypt.
Even let Israelis and Palestinians agreed to resume negotiations, requires a lot of effort, Kerry proposed six peace to the region in the past four months - an unusual amount of time - to coax them back.
When the last piece of the puzzle came together on Sunday, the Israeli Cabinet approved the release of 104 Palestinian prisoners, there are 13 ministers released, seven against and two abstained from voting an Israeli official said.
Obama's participation needs?
Final round of direct talks broke in late 2010 in a dispute over Jewish settlement construction in the West Bank land that Israel captured in the 1967 war, along with the Gaza Strip, Palestinians want a state.
It is unclear the United States hopes to bridge the core issues in dispute, including borders, Jewish settlements in the West Bank, the fate of Palestinian refugees and the future status of Jerusalem.
Despite his determination, praised Kerry, Anwar Sadat Professor at the University of Maryland, peace and development, Shibley Telhami said that President Obama will have to get involved, if the ultimate success of the negotiations, the United States will have to provide their own ideas a solution.
"At some point, the central players in this story will not be Netanyahu, it is not it will be Abu Mazen (Abbas), it is not to become John Kerry, it will Obama, "he said. "So far, it is unclear ... what the president is prepared to take risks, to facilitate this process."
Jen Psaki State Department spokesman, said in a statement that the initial negotiation program - Israeli media said that these will occur in Kerry's home for dinner - Monday night and Tuesday.
Psaki suggested talks in Washington will be the one to open up a way forward, rather than a direct jump to the need to address the thorny issue.
His latest round of shuttle diplomacy, the Kerry in Amman, Jordan on July 19 announced that they have laid the foundation for the so-called "final status" resumption of negotiations, dispute settlement must end.
Psaki said: "The meeting in Washington these talks will mark the beginning." "They will serve as an opportunity for all parties to be able to carry out in the coming months to develop a work plan for the negotiation process."
Prisoners DEAL
Earlier on Sunday, Netanyahu urged the divided right up in his cabinet prisoner deal.
"This is the moment for me is not easy, is not easy to cabinet ministers, is not easy, especially the feelings of the bereaved families, I understand," he said, the Cabinet meeting, referring to the families who have lost Members of militant attacks.
"But there are difficult decisions must be the national interest, this is a moment in time."
Israel's Channel 1 television said the prisoners will be released in three stages, according to the progress of the talks, a group of Israeli citizens to leave until the final stage.
Abbas has demanded the release of prisoners held since 1993, before the commencement of the interim peace accords. Since then, thousands of Israeli jail, more Palestinians deadly attacks.
Release of prisoners will let Netanyahu evade other Palestinian demands, such as stopping the expansion of Jewish settlements and the guarantee that the boundary negotiations will be based before 1967 Middle East war, Israel occupied the West Bank, Gaza Strip and East Jerusalem boundaries.
Hundreds of protesters from the People's Liberation Front (PFLP) Palestinians staged a rally against the resumption of peace negotiations, clashed with police in the West Bank city of Ramallah, Abbas's Palestinian Authority is located.
Also demonstrated in Gaza PFLP activist, and shouted: "Listen Abbas, our land is not for sale .... unless rifle (Palestine)'s career will never be resolved."
David Miller, former U.S. peace negotiator who works as a scholar at the Woodrow Wilson International Center think tank in Washington, Allen said, Kerry's tough, he left a deep impression.
"He has invested so much, now in this, even through the expectations are so low, he was investing in a trap, he really can not let it fail now," Miller said. "This means that he will have to go to extreme lengths to keep this thing floating."
