According to Itar-Tass reported on September 6, Belousov, Russia's Minister of Economic Development, said at a press conference, the ministers of the APEC member countries agreed to lowered tariffs on 54 kinds of environmental goods to 5% or less. The list of environmental goods will be provided by the Asia-Pacific Economic Cooperation (APEC).
 
Belousov said, "These are the protection of the ecological environment in the development of commodities," he explained, these products include environmental monitoring system, waste incineration equipment and other environmental protection equipment.
 
It is reported that, in November 2011, U.S. President Barack Obama and other APEC leaders agreed in 2015, the tax rate is reduced to 5% or less of certain environmentally friendly products, and commitment to the APEC meeting in September 2012 to finalize enjoy a preferential tax rate of environment-friendly products list.
