The National Export System (NES) is designed to help you and your agent - if you have one - when declaring your exports, so it's important that you give full and accurate information.
You will need to register for NES and apply for a Customs Handling of Import and Export Freight (CHIEF) role. Once you have completed these procedures, you can log into NES on the HMRC website.
As a web channel user, you can also use the NES facility to test new CHIEF functionality.
You can apply for a web channel test 'role' by completing an application form, which you can obtain by faxing CHIEF Operations on Fax 01702 366 825 or by emailing them at chief.operations@hmce.gsi.gov.uk.
When using NES, you will always have to supply the following data:
Economic Operator Registration Identification (EORI) number (formerly the Trader's Unique Reference Number (TURN))
details of the consignee of the goods and the country of final destination
description of your goods, including their Commodity Code
shipping or flight details
the appropriate Customs Procedure Code (CPC) for the goods being exported
correct value of the goods and their invoiced currency code
Certain changes were made to currency codes and other data completion requirements for CHIEF on 1 January 2010, as follows:
Certain currency codes and country names on CHIEF changed in 2010, which may affect how you complete your Single Administrative Document (SAD) entry declaration.
In box 22 of SAD, you will have to report the currency of invoice - although not the actual invoice value - for exports to non-European Union (EU) countries. This requirement only applies to declarations above a statistical value threshold of £100,000 at the header level.
If in box 37 you quote a Customs Procedure Code (CPC) that does require a declared statistical value, and which has a header value in excess of £100,000, you should declare GBP as the currency of invoice.
If you're using an agent and your goods are destined for a country outside the EU, your agent should complete a NES export declaration. You should provide your agent with all the necessary information to complete an accurate declaration. Your agent should also supply you with a customs reference number for your goods. This number is used by customs for audit purposes and may be either:
the Declaration Unique Consignment Reference (DUCR) or Master UCR (MUCR) where a consignment consists of more than one DUCR amalgamated into a MUCR
the CHIEF Export Entry Reference (Entry Processing Unit (EPU), Entry Number and Date)
Additional responsibilities for agents
Your agent should check the following on your behalf:
that the destination of the goods is to a third (non-EU) country - note that the Channel Islands are outside the EU
different items must be given separate Commodity Codes and shouldn't be combined for convenience
details of any Customs Reliefs that you have claimed, or are looking to claim, on the goods being exported
Proof of export
NES provides you with confirmation that the export of your goods has legal authority. You or your appointed agent will be notified electronically when your goods arrive at a customs-approved location and/or when they've passed beyond the UK frontier.
Restricted goods
There are restrictions on the movement of some goods out of the UK. If you're exporting restricted goods you'll probably need an export licence. You should include the reference number of this export licence when declaring your goods under NES and produce the licence if required by customs.
Authorised Economic Operator (AEO) status
If you trade within the EU as part of an international supply chain and are actively involved in customs operations you can apply for AEO status. The AEO certificate is an internationally recognised quality mark which tells people that your customs controls and procedures are efficient and compliant and that you can be considered a secure and reliable trading partner in the supply chain. AEOs may benefit from simplifications provided for under the customs rules, or from facilitations of customs controls relating to security and safety.
