The increasingly severe financial sanctions, arms embargoes and other international and North Korea's combination of trade restrictions did not stop Pyongyang's illegal nuclear weapons program, but it seems to have significantly delayed it, according to a confidential report by a United Nations Reuters Tuesday expertsto the panel.

Report North Korea at the United Nations Security Council Sanctions Committee, the panel also recommended sanctions against three North Korean entities and 12 individuals.
The individuals listed nine Korean nationals, a man from Kazakhstan and Ukraine, two men, all because they link arms smuggling transactions, the report said.
